What is a good bargain on a set of bagpipes?

I’m thinking of taking up bagpipes, but one of the important things is cost. I know that some of the highest quality ones can run thousands of dollars. I don’t want to spend that much, but I’ve also seen some on amazon that are like $200, and I don’t really know whether they are good quality. I want to have quality pipes, but I don’t want to spend too much more than like $500, is this possible and where from?
