Why does Sprint offer a bigger discount to new customers than they do to returning customers?

While I was in the market for looking at a new cell phone, I noticed that Sprint was offering a larger discount to new customers than returning. Also, anybody know what new Windows Mobile phones will be out through November 2009 through January 2010? Please do not tell me to get the Palm Pre or any other Palm or Blackberry, those are not my style.
