Can you plea bargain traffic violations with State Troopers in PA?

Also, what if you hire a lawyer? Are they allowed to plea bargain with the staties then?

Officers, troopers, deputies, etc never have any legal authority to “plea bargain” in the field. If this was the case you could just flash money at them and it would be settled (Mexico anyone?) Only state, county and city prosecuters can do that. We have a multiple level checks and balances legal system so there is no coruption.
