Can you plea bargain traffic violations with State Troopers in PA?

Someone told me you can’t. I have plea bargained tickets in the past with regular county cops, but never a state trooper. Are state troopers allowed to plea bargain in PA? Please help! Thanks.
Also, what if you hire a lawyer? Are they allowed to plea bargain with the staties then?

      The officer is the trooper if he can reduce your violation down explain you treated them on the prosecutor unlike some other states dont forget how you.
